"TOUGH BUT NECESSARY"? AN ANALYSIS OF NEOLIBERAL AND ANTI-FEMINIST DISCOURSES USED IN THE ELIMINATION OF THE NEW BRUNSWICK ADVISORY COUNCIL ON THE STATUS OF WOMEN
This study demonstrates that the New Brunswick government rationalized the 2011 elimination of the New Brunswick Advisory Council on the Status of Women (NBACSW) by discursively framing it as a duplication of services and as a non-essential service. The study relies on interviews with women who had been involved with the NBACSW, as well as literature about the use of neoliberal and anti-feminist discourses at the national level. I argue that the two rationalizations offered by the New Brunswick government rely on similar neoliberal and anti-feminist discourses to those used at the national level to eliminate women's institutional machinery and thus diminish women's capacities for advocacy and political representation. I argue that this discursive move positioned the province's largest women's advocacy group as an impediment to the common good of the province and as a threat to "Ordinary New Brunswickers," signalling a negative step for women in the province. From Toronto to Africville
How can educators use drama to nurture an ability in their students to identify and challenge the discourses and practices that have historically perpetuated oppression and inequality within Canada — without miring them in those narratives of oppression? This dissertation discusses the work of De-Railed, a theatre group that worked with youth in Hamilton Rapids, a Toronto neighbourhood where a high percentage of residents experience racial discrimination and poverty, to create a play about the destruction of Africville, a historically Black community in Halifax, NS. Drawing from the methodologies of critical, performance, and imaginative ethnography; critical multiculturalism; theatre of the oppressed; and feminist critical pedagogy, this dissertation argues that while participants used the fictional and intersubjective nature of drama to express embodied and affective resistance to class- and race-based oppressions in Canada’s past and present, the play-building process also reproduced certain unequal disciplinary structures that De-Railed was attempting to challenge. Emphasizing the importance of creating space for young people’s expressions of negative affect and emotion, this dissertation considers both the potentialities and limitations of De-Railed’s application of theatre of the oppressed methods in enabling participants to engage in affective expressions of resistance that may not have been permissible or available in other areas of their lives. Growing Up in Postwar Suburbia
Growing Up in Postwar Suburbia: Childhood, Children and Adolescents in Canada, 1950-1970 This dissertation explores the intersections between the suburban landscape both `real' and imagined, childhood, children and adolescents. I contend that there was a richness and diversity in the experiences of children and adolescents in postwar Canada that resists simplistic stereotypes that often depict suburbia as primarily middle-class, dull, homogeneous, conformist, and alienating for residents of all ages. Suburban living has become the definitive housing choice for the majority of Canadians since the end of World War II. Suburban homes and communities were critical in shaping the everyday lives of young people in this period. These young lives were predominantly safe, comfortable, and enriched in their homescapes. Yet this was not a universal condition. While class and gender were important factors shaping childhood and adolescence, my research findings also show that children and adolescents exercised their agency in this period, and they were active participants in their lives on personal, educational, community, and municipal levels. Young people were monitored, regulated and disciplined, but they were not passive receptacles in a world dominated by adults. This interdisciplinary study uses a wide range of archival, visual and documentary sources, and also integrates oral histories as a key methodology. These oral histories have added important reflections on childhood and adolescence in postwar suburbia, providing insight into how memory constructs multiple meanings associated with the dissertation's key themes. Ultimately, I offer a pan-Canadian view of changing images and constructions of childhood by delving into more specific topics to children and adolescents using postwar Calgary suburbia as a focal point in order to understand the heterogeneity of suburban life. In studying the intersections of place, space, age, class, sexuality, `race,' and gender, I demonstrate that the lives of children and adolescents are woven into the fabric of postwar Canadian social and cultural history in a profound and meaningful way. History and Legacy of the “Orillia Asylum for Idiots
The “Orillia Asylum for Idiots” (1861 - 2009), Canada’s oldest and largest facility for the care and protection of children and adults with disabilities, was once praised as a beacon of humanitarian progress and described as a “community within a community.” Yet, survivors who lived in the facility during the post Second World War period, a time described as the “golden age of children’s rights,” tell harrowing stories of abuse and neglect. Despite the nation’s promise to “put children first” and protect the universal rights of “Canada’s children,” children incarcerated within the Orillia Asylum were subjected to systemic neglect and cultural discrimination, daily humiliation and dehumanization, and physical, sexual, and emotional abuse. Far from being a place for child protection and care, this dissertation finds that the Orillia Asylum was a site of a multi-faceted and all-encompassing violence, a reality that stands in complete contrast to the grand narrative through which the facility has historically been understood. This dissertation considers how such violence against children could occur for so long in a facility maintained by the state, a state invested in protecting children. It finds that children who were admitted to the Orillia Asylum were not considered to be “Canada’s children” at all by virtue of being labelled as “mentally deficient,” “feeble-minded,” “not-quite-human,” and “not-quite-children.” Author Keywords: childhood, disability, Huronia Regional Centre, institutional child abuse, institutional violence, institutionalization
Hoop Dance Project
This dissertation explores a 2017 elementary school Hoop Dance project that was organized by a white music teacher, and taught by an Indigenous artist in Peterborough, Ontario. It aims to respond to the Truth and Reconciliation Commission Calls to Action, numbers 10 and 63, which ask the federal government to sufficiently fund legislation that incorporates the following principles: “… developing culturally appropriate curricula” (p. 2), and “building student capacity for intercultural understanding, empathy, and mutual respect” (p. 7). The dissertation asks the question: In what ways will a seven-week Indigenous Hoop Dance Unit, taught by an Indigenous performing artist and facilitated by a white school teacher, contribute to reconciliation in an elementary school classroom in Ontario? I am the teacher in this study and have worked at this elementary school for five years. Throughout the project, I acted as facilitator, participant, and researcher, while Indigenous dancer and instructor Beany John planned and delivered the Hoop Dance content. Theoretically, the dissertation is organized around the Anishinabek seven grandmother/grandfather teachings, as taught by Ojibwe/Odawa educator and author Pamela Toulouse (2011). I believe that these seven traditional teachings are a meaningful basis upon which to build the project, not only because they inform Indigenous knowledge in the arts, but also because frequent reflection and referral to the teachings help remind me to remain connected to the “higher” purpose of the research throughout the project, which is to further the reconciliation process in Canada, and more broadly, to benefit society. Regarding methodology, I use arts based research (Leavy, 2015) and a constructivist grounded theory analysis, which embraces the subjectivity and positionality of the researcher (Creswell, 2012). The overall conclusion of the dissertation is that although the Hoop Dance project did not significantly address issues of Indigenous sovereignty in education nor our shared inherited legacy of colonial harm, it was a constructive step in the reconciliation project, largely due to the contributions of Beany John, whose teaching gently unsettled conventional educational practice at our school. Keeping Circle
In the 1980’s, Hollow Water First Nation citizens created a healing movement to address community issues from an Indigenous perspective resulting in the development of the Community Holistic Circle Healing (CHCH) in 1989. The CHCH organization developed a Community (Restorative) Justice process as an alternative to a Western-based Justice approach to address issues such as domestic violence and sexual abuse. The CHCH organization addresses justice from a healing perspective (rather than the Western approach’s punitive/surveillance model) and includes the offender and offender’s family, the victim and the victim’s family, as well as the community to identify issues, develop plans, implement healing activities, and evaluate the outcome so that the root systemic issues affecting community can be addressed holistically. Hollow Water First Nation is much more engaged in addressing the roots of why the offence occurred and looks for Anishinaabek approaches to resolve community-defined issues. Western society tends to implement a symptomatic approach to violence deterrence through punishment rather than address issues through a healing process. My research looks at the complex history of the healing movement, the operation of the CHCH organization and the personal values that emerged from the healing movement, and Hollow Water’s next iteration of organization from the children of the people that began the healing movement. These people are now aged around mid-40’s and have seen their parents engage in a community justice movement, saw their parents develop their own way to address community issues through the emergence and operation of the CHCH organization, and now, themselves, have developed highly critical and creative skills around the workings of community development. I use Berger and Luckmann’s seminal 1966 book The Social Construction of Reality, Hallowell’s perspectives on the Anishinaabek culture in his anthropological research conducted in Beren’s River, Manitoba during the 1930’s, Max Weber’s The Theory of Social and Economic Organization (1915), interviews with the original activists, and my experiences living in Hollow Water for 4+ years (from 1997 to 2001) to give an account of the history of the healing movement and its consequent personal transformation of the people engaged in examining their thoughts, values and behavioural processes. I use the Learning Organization Theory, developed by Peter Senge (a management professor from Massachusetts Institute of Technology) in his 1990 book The Fifth Discipline, interviews of CHCH staff and other community organization staff members, as well as, Indigenous authors, such as, Leanne Betasamosake Simpson’s Dancing on Our Turtle’s Back (2011) and Michael Hart’s Seeking Mino-Pimatisiwin (2002) to provide an understanding of Indigenous concepts as they apply to the process of CHCH’s healing/learning operations. From these sources and interviews, I provide an account of Hollow Water’s Healing Movement which includes the decline of the CHCH organization from late 1990s to 2020. Given the current hyperpolitical environment in Canada, Hollow Water’s next generation of community member activists are perhaps about to reclaim power and establish empowered relationships as the Indigenous Renaissance unfolds. Laughing to be Citizens
This study will focus on how immigrants from Sub Saharan African (SSA) countries use humour as a tool for integration and belonging (and ultimately citizenship) in Canada. My aim is to investigate, through a detailed analysis of popular culture productions from immigrant communities, the strategies and techniques of humour that immigrants employ as a mode of communication with fellow immigrants, their immediate host community and the governmental authorities of Canada. I am particularly interested in how African immigrants use their oral background and cultural memory in the production of jokes and other humour products as a way of interacting, first with fellow immigrants as the primary audience and recipients of the humour and, second, with Canadian society at large. Using the ‘Signifying’ theory of Henry Louis Gates (1988) and Mikhail Bakhtin’s (1968) concept of the “Carnivalesque” as the theoretical framework for this study, I argue that immigrants from SSA countries are using humour to question hegemonic regulations that portrays them as victims, while providing alternative narratives of themselves as subjects with human agency. I further postulate that immigrants are taking advantage of the policy of multiculturalism that exists in Canada in a positive manner as an enabler for their humour. In turn, they are using the humour produced to communicate and break down social barriers, while building bridges across communities and social strata. I bolster my arguments with a consideration of humour in three genres of popular culture – literature, standup comedy and film – to show how immigrants rely on their home culture to produce humour in an effort to find belonging in Canada as contributors rather than victims. This thesis is the first work to examine SSA humour, produced by immigrants from these countries, in the context of their immigration and integration into Canada, and the first to present extended literary criticism of the works of immigrant writers, Tololwa Mollel, Yabome Gilpin-Jackson and Segun Akinlolu. This is also the first study on the comedy of Arthur Simeon, originally from Uganda and the film of Phina Brooks, originally from Nigeria. My analysis apprehends the immigrant voice in the writings and productions of these artists and places their works in conversation with Canadian literary/cultural criticism. Until now, there has been no study of the function of humour produced by African immigrants in Canada. It is my hope that this study will not only fill that gap, but also lay the groundwork for future study in this field that I believe holds a lot of socio-cultural promise, especially in the area of cohesive habitation amongst different ethnic groups. This study aims to contribute to conversations on immigration and its impact on Canadian society as part of nation-building and national consciousness. Memorable Movie Watching
Memorable Movie Watching: Viewer Ruminations about Memory in Four Canadian Films and their IMDb User Reviews explores how four Canadian films released in the decade around the turn of the millennium tell stories of memory and remembering, and how User Reviewers writing on the IMDb.com engage with, respond to, and re–remember those narratives filtered through their own remembered personal experiences. It embraces a new form of audience research by analyzing films alongside voluntary viewer contributions in order to bring these viewers’ voices into the conversation about memory in film and specifically Canadian film.Lilies (John Greyson, 1996), The Hanging Garden (Thom Fitzgerald, 1997), Marion Bridge (Wiebke Von Carolsfeld, 2002), and My Winnipeg (Guy Maddin, 2007) are each fiction films that focus on the main character’s deeply personal childhood memories. A textual analysis of the four films reveals trends in how the filmmakers create memory explorations and memory works [works based on memory] in Canadian film. A further textual and thematic analysis of the IMDb’s 117 User Reviews for these four films reveals how viewers engage with what I term memory narratives and the personal memories these films spark. The four films respectively privilege, through narrative and filmic techniques, each protagonist’s telling of remembered childhood events. Yet when User Reviewers of the films comment on the protagonist’s remembered childhood events, they choose to contest them, citing the unreliability of the remembered and of memory itself. User Reviewers interrogate the film narratives against their own personal experience, all the while asserting that there is significance to be found in the process of remembering. For User Reviewers, this process of remembering involves engaging with the film and then writing about their memories of watching the film and its narrative through their own sparked memories. In this process, they dig for significant meaning even though Users rarely articulate that meaning or specify for whom it is meaningful. In their writing, Users do reveal their own thoughts and beliefs about Canadian film, as well as their knowledge of filmmakers, related texts, Canadian locations, and their own childhood and youth experiences. Pausing Encounters with Autism and Its Unruly Representation
This dissertation seeks to explore and understand how autism, asperger and the autistic spectrum is represented in Canadian culture. Acknowledging the role of films, television, literature and print media in the construction of autism in the consciousness of the Canadian public, this project seeks to critique representations of autism on the grounds that these representations have an ethical responsibility to autistic individuals and those who share their lives. This project raises questions about how autism is constructed in formal and popular texts; explores retrospective diagnosis and labelling in biography and fiction; questions the use of autism and Asperger's as metaphor for contemporary technology culture; examines autistic characterization in fiction; and argues that representations of autism need to be hospitable to autistic culture and difference. In carrying out this critique this project proposes and enacts a new interdisciplinary methodology for academic disability study that brings the academic researcher in contact with the perspectives of non-academic audiences working in the same subject area, and practices this approach through an unconventional focus group collaboration. Acknowledging the contribution of disability studies approaches to representation, this project will also challenge these methodologies on the grounds that the diverse voices of audiences are, at times, absent from discourse focused research. Chapter One offers an explanation of disability studies scholarship and the history of autism as a category of disability and difference. Chapter Two looks at how disability and specifically autistic representations have been understood academically and introduces the rationale and experiences of the focus group project. Chapter Three explores retrospective, biographical diagnosis, the role of autism as technological metaphor, and contemporary biography. Chapter Four looks at the construction of autistic characters in Canadian literature and film. Chapter Five interrogates documentary and news media responses to autism and the construction of autism as Canadian health crisis, and also explores how discourses that surround autism are implicated in interventions and therapeutic approaches to autistic individuals. Perspectives on Poultry
The contemporary denigration of poultry combined with the intensification of industrialized animal agriculture has deepened divides between humans and poultry, creating a disconnect that holds implications for both parties and the sustainability of North American food systems. This study explores how people with poultry keeping experience perceive these animals, how their views are influenced and how these narratives may intersect with themes of sustainability. Surveys and interviews aimed at small flock keepers and commercial farmers within an area of Central Ontario revealed that poultry sentience was widely recognized among participants. Overall, this study’s findings disrupt commonly held notions that poultry are one-dimensional beings and highlight the mutual benefits that can come when the distance is lessened between humans and poultry. This research contends that reimagining human-poultry relationships could improve our ability to consider and challenge dominant systems that perpetuates unsustainable food production and negatively affects both animal and human life. Pursuing Different Policy Paths in Long-Term Care
Because federal funding for long-term care was not included as part of Canada's publicly-funded universal health care system, provincial governments have been free to determine how much, or how little, they will rely on the for-profit sector to meet the long-term care needs of their senior populations. The proportion of beds in the for-profit sector differs in each province, demonstrating that policy approaches to this type of care have developed according to distinct provincial political contexts. In this dissertation I explain why governments in two provinces, Manitoba and Ontario, have come to rely on the proprietary sector to markedly different degrees. While in the federation Manitoba stands out for its restrained reliance on this form of care, Ontario stands out for its exceptional dependence on commercial provision. In the chapters that follow I employ an historical institutionalist framework of analysis to explain why these neighbouring provinces initially pursued different policy paths in long-term care and how these paths have been sustained over time. Following an introductory chapter in which I explain the reasons for the marginalization of long-term care within national health policy making, I provide in-depth analysis of these case studies in policy divergence. I argue that contemporary policy differences between these neighbouring provinces cannot be understood in isolation from long-term historical processes. Focusing largely on the period from the 1960s to the 1990s, I emphasize that present differences in ownership are a reflection of the different constellation of actors, events, ideas and institutions that came together at critical junctures in time, and the lasting legacies that these early windows of opportunity for reform have had on subsequent rounds of long-term care policy-making. In each province, diverging ideas about the appropriate role of the for-profit sector in meeting the long-term care needs of an aging population rose to prominence on the political agenda. Over time, rigidities developed in each system, making it difficult for actors advocating for new directions in ownership to realize their ambitions. In both provinces policies put in place at earlier times greatly influenced future political dynamics, altered the guiding principles of government departments and policy makers, provided incentives for different interest group formations, and led to contrasting public expectations about the proper balance of the for-profit and non-profit sectors in long-term care provision. I conclude this dissertation by arguing that its findings can contribute in important ways to present discussions about long-term care reform in Canada generally and about the future role of for-profit providers specifically. RE-IMAGINING THE LAW OF DISPUTE RESOLUTION
This project examines the development and deployment of mediation frameworks in Canada with the goal of advocating for the restoration of dispute resolution as the site of democratic politics. In doing so we enlist the work of Petyr Kropotkin's theory of Mutual Aid and a brief history of Alternative Dispute Resolution in Canada to identify procedural differences in mediation processes that separate interest mediation, rights mediation and litigation. We then turn to two separate analyses of these differences. The first utilizes the theoretical framework of Jacques Rancière. The second examines the work of Hannah Arendt. Despite the significant differences in their approaches, the work of Rancière and Arendt, in admittedly different ways, show that interest mediation holds the greatest potential for approaching dispute resolution as an exercise in democratic politics. As a result the project advocates for the expansion or further empowerment of interest mediation as a way of securing and ensuring the continued development of Canada as a democratic community.
